Remember when creating a PayPal account, you present your Email, ID and Bank Card. So if for some reasons, you owe Paypal some money or your account balance in in zero balance and being smart you just abandon the account and just create a new account with same ID, PayPal will right away or after a few days reflect the negative balance onto the new account.
